This is good, but note that it is “at international level”. It would give the EU no new internal powers. Internally EU environmental policies are subordinate to the competition rules of the “free market”(Art.191 TFEU)

EURATOM: Lisbon continues the 1957 Euratom Treaty, with its uncritical support for nuclear power, into the indefinite future unchanged.
